Rules & Conditions
THESE RULES AND CONDITIONS REPLACE ALL RULES PREVIOUSLEY ISSUED AND ARE EFFECTIVE FROM 1st OCTOBER 2004 UNTIL FURTHER NOTICE
1. In these rules the words ‘Contest Management’ shall refer to
the Pontins Brass Band Committee.
2. In these rules reference to ‘Bandsmen’ shall include ‘Bandswomen’.
3. The Pontin’s Championship will apply; where appropriate, the rules of the British Brass Band Registry, and the accredited registries of Scotland, Wales and Ireland.
4. National Grading will apply, with the following variations: -
a) If a band entering its national graded section, in any annual championship,
fails to obtain a position in the first, or last six placings, that band will
be allowed to enter the same section in the following year’s Championships,
irrespective of its annual grading.
b) If a band wins its section, the band will be able to compete in a higher
section in the following year, but will not be required to accept, and can
enter the section governed by these, or national grading rules at that time.
5. Contests held under these rules shall be open to Brass Bands only. The
Bands shall consist of 25 brass
instrumentalists, plus percussionists as required. Only brass band instruments
shall be permitted. Conductors may NOT play an instrument in a band he/she
is conducting.
6. The Contest Management reserve the right to vary or add to these Rules and Conditions of the contest from time to time, for a particular contest, to cancel a contest, to hold it on another day, to limit the number of entries, to close sections at an earlier date than stipulated on the ‘Entry Form’, to extend the closing date or to accept or decline an entry.
7. All complaints, protests ,objections or matters arising under these rules or otherwise, shall be submitted to and determined by the Contest Management, whose decision shall be final and shall not be subject to any further appeal or any legal proceedings whatsoever.
8. The Contest Management, Officials and Management of the Holiday Centre cannot be held responsible for damage to, or loss of instruments, music, music stands, equipment or property of any kind.
9. The interpretation of these Rules and Conditions shall be the prerogative
of the Contest Management whose
decision shall be final.
10. A band shall properly complete and return, to the appropriate Contest
Controller, an official ‘Entry Form’
signed in agreement that these rules are accepted ,together with the appropriate
‘Entry Fee’ on or before the stated closing date for entries
11. Before the day of each Contest, Bands will receive a British Brass Band
Registry or Accredited Registry
form showing all their registered players. This form together with the Bands
Registration Cards should be presented to the Registration Official for verification.
It is a Bands responsibility to ensure that the Registration Cards of all
players are complete in every detail on the day of the day Contest including
Franking for the current year.
12. A bandsman who, at anytime, gives his signature to documents for more
than one band and / or a secretary or
any other official or member of a band who submits a false registration or
countenance a false signature,
shall be dealt with under these rules by Contest Management.
13. The order in which the bands of each section will play in the contest, shall be decided by a ‘Draw’. The ‘Draw’ shall take place at a time and place announced by Contest Management.
14. Day transfers will be allowed on completion of an ‘Application
for Temporary Day Transfer of Player/s form, or a letter of consent must be
obtained for each player, along with their Registration Card from the appropriate
Registry, and must comply with the following:-
a) A band may borrow no more than Five (5) players for any one contest.
b) A player, on a temporary day transfer, may play for no more than two bands
competing at the Contest.
ie 1) One band which has applied for the temporary day transfer.
2) The band with which s/he is normally registered with, if that band is competing.
3) One other band which has applied for the temporary day transfer. Provided
that, the band with which
s/he is normally registered with, is not competing.
c) Championship. First, Second & Third Sections.
Borrowed players in the above sections, shall be registered players from bands
registered either the same grade or grades lower than the borrowing band.
d) Fourth Section
Borrowed players in the above section shall be registered players from bands
in the same grade or of the
five permitted borrowed players, up to three may be from the third section.
N.B. It is the responsibility of the secretary of the borrowing band to ensure
that the registration card of any player on a day transfer, is fully franked
and produced at registration, or when requested by the contest organiser.

a) In the event of a Bandsman being unable to compete owing to family bereavement,
illness of or to a Bandsman or any other unforeseeable reason, a medical certificate
or documentation as requested by the Contest Management must be produced covering
these eventualities as soon as possible prior to the commencement of the contest.
Providing that in the opinion of the Contest Management there is a bona –
fide reason for the request, an application may be made for a deputy Bandsman
(same instrument) from the band Drawn to play immediately before the Band
whose player is unable to appear. The Band playing before shall agree to provide
this player, the instrument and music.
b) If the Band making application is drawn No. 1 then the relevant player
from the Band Drawn to play
last shall provide the substitute.
c) A bandsman acting as deputy must not make any request for payment for their
service and no such payment may be made by any official concerned.
16 The Band Drawn number one shall assemble for registration no less than 15 minutes before the scheduled time for the commencement of the Contest. The Band will be informed of any Registration Irregularities’and will be advised of any consequence i.e. possible objections or possibility of disqualification. The same registration procedure will apply to subsequent Bands.
17 An interval of SIX (6) minutes shall be allowed between performances .
Any band not being ready to play
within SIX (6) minutes of the time for the section to commence, or of the
proceeding band leaving the platform,
may be disqualified.
18. No bandsman will be allowed to play more than one brass instrument. It is permissible for a brass player to assist on percussion. It is not permissible for a percussionist to assist / play a brass instrument.
19. At the conclusion of the contest the decision of the Adjudicator/s shall
be announced. Subject to these rules,
The Adjudicator/s decision shall be FINAL on all matters relating to adjudication.
20.
a) Any protest at the time of a contest made before the results are announced
should be presented to the Contest Controller in writing. The band protesting
shall deposit an amount of £20.00 which shall be
returned if the protest is sustained, but not otherwise.
b) Any protest made after the results have been announced should be presented,
in writing, to the Contest Controller / Management within FOURTEEN (14) days,
accompanied by a deposit of £50.00 which shall be returned if the protest
is sustained, but not otherwise.
c) No deposit shall be required when a protest is presented by an authorised
official, steward, or a
Member of the Supervising Committee for ther contest.
21. If at the expiration of 14 days the Contest Management is satisfied that
no serious breach under these rules
has occurred , prize winning cheques will be processed in the normal manner.
22. Any member, performer , official or conductor of a breach of these rules, or failing to comply with the conditions set forth in the ‘Schedule’or ‘Entry Form’ or who commits any act which, in the opinion of the Contest Management would be calculated to be prejudicial to the proper conduct or reputation of the contest, will be subject to disqualification and /or forfeiture of prizes, and /or suspension from entering contests held under these rules, for such time as may be decided upon by Contest Management.
23. Any matters arising at a contest which are not covered by these rules
shall be dealt with, by the Contest
Controller, in a manner, which he/she feels, will be in the best interests
of all competitors his/her decision
shall be final.
